You can’t stop EFCC from investigating you – Court tells El-Rufai

The Federal High Court, Abuja, says Kaduna State Governor, Nasir El-Rufai, cannot stop the Economic and Financial Crimes Commission (EFCC) from investigating him.
Justice Binta Nyako said this while delivering the judgment, on Friday, in a suit no: FHC/ABJ/CS/60/09 filed by El-Rufai.
The governor was seeking the court’s determination whether as the then Minister of the Federal Capital Territory (FCT), he had complied with the guidelines approved by the Federal Executive Council (FEC) for the sale of Federal Government houses between May 2005 and May 2007.
News Agency of Nigeria (NAN) reports that while El-Rufai was the applicant, the defendants from 1st to 13th include: EFCC, FCT minister, FCDA, AGF, CBN, Oceanic Bank, Access Bank, Intercontinental Bank, Aso Savings and Loans Ltd, Union Homes, Akintola Williams Deloite and Aminu Ibrahim & Co.
In the originating summon brought pursuant to Section 302 of 1999 Constitution and Section 3 and 18 of the FCT Act 1990, El-Rufai also sought court’s determination: “whether the proceeds of the sale of Federal Government houses in the FCT between May 2005 – May 2007 were properly accounted for or not in accordance with the FEC mandate and guidelines to the Federal Capital Territory Authority (FCTA).
“Whether the sum of N32 billion (or any sum whatsoever) is missing from the proceeds of the sale of Federal Government Houses in the FCT between May 2005 and May 2007.”
The Kaduna State Governor also sought the court’s relief on “a declaration that the sale of Federal Government houses in the FCT was conducted in accordance with the Federal Executive Council mandate to the FCTA through the Ad hoc Committee for the sale of non essential houses in Abuja.
“A declaration that the proceeds of the sale of the said Federal Government houses conducted by the Ad hoc Committee on SOGH in Abuja between 2005 and 2007 were properly accounted for in accordance with the mandate and guidelines approved by the FEC.
“A declaration that the Audit Report prepared by the 12th and 13th respondents on the sale of Federal Government Houses in the FCT confirm that the Sale of Federal Government houses in FCT compiled with the approved guidelines for the sale of Federal Government properties in FCT and the proceeds were properly accounted for.
“A declaration that the proceeds of sale of Federal Government Houses in FCT between May 2005 and May 2007 were properly apportioned and accounted for in accordance with the approved guidelines as confirmed by the Audit Report of the 12th and 13th respondents, dated July 20, 2007.
“A declaration that the sum of N32 billion (or any sum whatsoever) from the proceeds of the sale of Federal Government of Nigeria Houses in FCT between May 2005 and 2007 is not missing.
“An order directing the 2nd respondent to disclose the exact amount remitted to the 5th respondent as the proceeds of the sale of Federal Government houses in the FCT between May 2005 and May 2007.
“An order directing the 5th respondent to disclose the exact amount received from the 2nd respondent as the proceeds of the sale of Federal Government houses in the FCT between May 2005 and May 2007.”
NAN recalls that Justice Nyako had earlier, in her judgment, granted El-Rufai’s prayers.
However, in the Friday judgment, the judge noted that the EFCC had called the court’s attention to its counter-affidavit in objection to the prayers.
The anti-graft agency, in its counter-affidavit, had submitted that the motive of the applicant was to stop the commission from investigating him in order to cover up the alleged fraud perpetrated when he was FCT minister.
Justice Nyako, who held that the earlier judgment delivered still stands, however, declared that no court would stop the EFCC from investigating anyone in line with its constitutional mandate.
“No court, including this one, will allow itself to be used to shield anybody from being investigated by the 1st respondent,” the judge held.

Two allegedly killed, suspect shot dead in London terrorist attack

Two persons were reportedly killed and a suspect shot dead following a terrorist attack near London Bridge on Friday.
According to BBC, two members of the public died after the attack.
Head of Britain’s counter-terrorism policing, Neil Basu told reporters that although the attack was declared as a ‘terrorist incident” the police are keeping an open mind on the possible motive.
The male suspect who was reportedly shot dead on London Bridge was wearing a ‘hoax explosive device,” Basu added.
Reacting, Prime Minister Boris Johnson said that Basu had briefed him on the attack.
“This is an appalling incident and all my thoughts are with the victims and their families,” Johnson tweeted.
Basu had said that the police were called just before 2 pm (1400 GMT) “to a stabbing at a premises near to London Bridge.
“A male suspect was shot by specialist armed officers from City of London Police and I can confirm that this suspect died at the scene.
“Our heartfelt sympathies go out to those anxiously awaiting news from loved ones.”

Omo-Agege speaks on moves to remove Oshiomhole as APC Chairman

The Deputy Senate President, Senator Ovie Omo-Agege, has declared that the seat of Adams Oshiomhole as the National Chairman of the All Progressives Congress, APC, is non-negotiable.
Omo-Agege made the declaration while dismissing recent moves by some members of the party to remove Oshiomhole.
Speaking in Abuja, the Deputy Senate President commended Oshiomhole for APC’s victory in Bayelsa and Kogi States.
He said the victory was not a “tea party to remove the candidate of a sitting governor”.
Omo-Agege added: “It was a difficult contest but we all came together to make history and we won Bayelsa State.
“I want to also speak on the recent moves by some persons to remove the National Chairman, let me state that the position of the National Chairman is a very key position zoned to the South-South.
“It is our position and I have always maintained that it is we who will decide that we don’t want our chairman and not outsiders.
“Without prejudice to the decision taken at NEC setting up a National Reconciliation Committee to be headed by leaders nominated by the President, I want to make it clear that we have our national chairman and we must stand by him.
“We are pushing for reconciliation but his seat is not negotiable. It will be very, very absurd for us to go to the South West and say we don’t want the Vice President or go to the North West and say we don’t want the President or go to the North East and say we don’t want the Senate President.
“So, we must dwell on those things that unite us rather than those things that divide us.”

The court also adjourned till Friday for hearing of Mompha’s bail application and the commencement of his trial.

How Buhari MInister worked with PDP in Abia Guber election – Ubani

A chieftain of the All Progressives Congress (APC) and the ex-governorship candidate of the African Action Congress (AAC) in Abia State during the 2019 election, Amb. Vincent Ubani has attacked the Minister of State, Mines and Steel Development, Dr Uchechukwu Ogah over the alleged role he played during the general elections in the state.
Ubani claimed that the ruling Peoples Democratic Party (PDP) in the State-sponsored the Minister during the March 23 gubernatorial poll, attributing that to the poor outing of APC in the last election in Abia.
The APC chieftain insisted that Dr Ogah lacked the needed leadership acumen to steer the ship of governance in Abia and the country, Nigeria at large.
Ubani who spoke during interactions with newsmen in Umuahia, the state capital on Thursday evening, alleged that the former APC gubernatorial flag bearer (Ogah) and his cohorts undermined the political fortunes of President Muhammadu Buhari and the APC in the South-East zone.
The APC stalwart also slammed the Mines and Steel Minister over his latest romance with Governor Okezie Ikpeazu-led government after the election and inauguration as member of the Federal Executive Council(FEC).
He also claimed that, “PDP was flying the governorship ticket of APC in the last election in Abia. PDP controlled the APC structures. You are aware that the present Ikpeazu-led administration is a total failure. The same structure is still controlling the affairs of the state.
“Uche Ogah and Ikpeazu are working hand in hand, they are sharing Abia resources. Their plan is after Ikpeazu’s completion of his second term, Ogah will take over governance of this state come 2023. He cannot rule Abia state, because, Abia people are in dire need of good leadership that is anchored on transparency and accountability.
“He lacks leadership charisma. He cannot stand as a man the people wants. I expect nothing from him as Minister. He wouldn’t perform well. Not only him, but many of the APC leaders also sabotaged the party which led to massive defeat by the PDP. Most of them are in the payroll of Ikpeazu clueless government. These men feed fat on public treasury, and sharing wealth of the state.
Asked to speak on the Buhari-led Federal government anti-corruption crusade, Ambassador Ubani opined, “The President is fighting corruption, but, people surrounding him are not corruption fighters. They are out for stomach infrastructure.
He added, “We as progressive-minded Abians in APC, who really want President Buhari and APC to succeed, we will continue to stand on truth and demand for good leadership. I am confident that at the expiration of the President second term in office, Nigeria people will see monumental development especially in the area of economy and infrastructures”.
Meanwhile, as at the time of this news report, attempt to either reach the Minister, Dr. Uchechukwu Ogah or his aides for comment was unsuccessful.

BREAKING: Arsenal sack Unai Emery, Ljunberg takes over

Arsenal have confirmed the dismissal of Unai Emery as their manager.
The decision has been taken, less than 12 hours after the Gunners lost 2-1 to Frankfurt in the Europa League.
Freddie Ljunberg will take over on an interim basis, with his first game against Norwich City in the Premier League on Sunday.
Speaking on behalf of the Arsenal board and owners Kroenke Sports & Entertainment, Josh Kroenke said: “Our most sincere thanks go to Unai and his colleagues who were unrelenting in their efforts to get the club back to competing at the level we all expect and demand. We wish Unai and his team nothing but future success.”
The statement added: “The decision has been taken due to results and performances not being at the level required.
“We have asked Freddie Ljungberg to take responsibility for the first team as interim head coach. We have full confidence in Freddie to take us forward.
“The search for a new head coach is underway and we will make a further announcement when that process is complete.”

Govt cancels monthly environmental sanitation, gives reason

The Ogun State Government has canceled the monthly environmental sanitation exercise in the state.
The Government said it has also lifted the restriction of movement order.
This, the State Government said would enable secondary school students across the state to take part in the on-going National Examination Council (NECO) examinations.
This was contained in a statement on Friday by the Chief Press Secretary to Governor Dapo Abiodun, Kunle Somorin.
Abiodun, while giving the approval, said the decision was arrived at after reviewing the challenges that the restriction of movement order would have on the Mathematics paper in the NECO exams schedule for Saturday and which coincides with the timing of the monthly sanitation exercise.
“It has become expedient that the interest of the students be considered. Mathematics is a general subject and we need to facilitate hitch-free preparation and movement of students, teachers and NECO officials and examiners to various centres where the exams would hold within and outside the state,” the statement said.
Gov Abiodun, however, implored all citizens to ensure that the cleaning exercise is observed at their various houses, irrespective of the non-restriction of movement during the period of the exercise.
He further noted that it was imperative that all drainage channels be kept free of silts and refuse to avoid flooding of homes that could lead to the destruction of lives and properties.
“Cleaning should not be one-month affair. We need to take care of our personal hygiene and clean our environment regularly and on a daily basis to avoid outbreak of cholera and other preventable and communicable diseases that could lead to epidemics,” the statement further said.
The Governor mentioned that the Ministry of Environment and the Ogun State Environmental Protection Agency (OGEPA) have been mandated to go round and collect refuse generated during period of the exercise, while Environmental Health Officers have also been directed to ensure compliance with Public health regulations and bring offenders to book.

Two die, 23 rescued as gas explosion rocks Lagos

The Lagos State Emergency Management Agency (LASEMA) has confirmed the death of two people in a gas explosion, which occurred on Thursday in the state.
It added that 23 others who were seriously injured, were rescued from the explosion that occurred at Adule Street, Off Ojo Road, in Ajegunle area near Apapa, in Lagos State.
The Director-General (D-G) of LASEMA, Dr Olufemi Oke-Osanyintolu, who confirmed the development to the News Agency of Nigeria (NAN), said that when LASEMA officials arrived at the scene of the incident, they discovered that a gas cylinder store had exploded as a result of a gas leakage.
“Our further investigations at the scene revealed that the fire ignited as a result of a phone call by an unidentified resident.
“This spread to other nearby shops and a bungalow behind the shops.
“Unfortunately, two children (a male and a female) lost their lives and there were other 23 casualties who sustained multiple burns.
“All the casualties have been evacuated to the Burnt Unit, Gbagada General Hospital, Lagos for treatment,” he said.
Oke-Osanyintolu added that the remains of one of the two bodies, identified as Damilare Afolabi, had been bagged by the LASEMA Response Team (LRT) and handed over to the family.
He, however, said that the entire area had been cordoned off and that post-disaster assessment was ongoing.
He urged residents to avoid the use of naked fire in the area to prevent further disaster.
