Some people know about SBIRs (small business innovative research grants), through which federal government gives away more than $1B of R&D funding to small businesses. There are many more opportunities open for small businesses. For example, AirForce recently opened a $100M solicitation looking for machine learning technologies. I know government grant process can be very cumbersome but so is trying to raise VC money (especially outside of SV). And government money is non-dilutive. I am noticing more startups (e.g. Palantir, Anduril) starting off of government opportunities, but they seem very rare. Why isn't gov funding a more common way of starting a startup? Is it mostly because people don't know about these and/or don't know how to navigate the process?

Several years ago I bought a used copy of the original x86 manual and wrote a proof-of-concept OS. I’m interested in getting back into it, but with more of a focus on HPC and utilizing the more advanced features of modern architectures. Where should I start? Even back when I wrote my toy OS, the contemporary Intel manual was 10x the size of the original that I worked with. Does anyone even work with assembly anymore? (If not, how is software keeping up with hardware advances? Do newer low-level languages like Rust and Go really utilize the massive advances that have taken place?) My history: I’m a devops guy with about four years of experience in IT and about a year of experience writing Python at a professional level. My degree is in general mathematics, though I did best in the prob/stat courses (and enjoyed them more than the others). Side note: I wonder if I “33 bits”’d myself above...

Buhari signs Polytechnic amendment, another bill into law


President Muhammadu Buhari, on Tuesday in Abuja signed into law the Federal Polytechnics Amendment bill and the National Institute for Security Studies bill.
The Senior Special Assistant to the President on National Assembly Matters (House of Representatives), Alhaji Umar El-Yakub disclosed this when he addressed State House Correspondents on Tuesday.
According to him, the new Act on Federal Polytechnics now pegs the tenure of Rectors of Federal Polytechnics at single five-year tenure.
He said: “The Federal Polytechnics Amendment Bill sought to amend the Federal Polytechnics Act of 2004, whereby there were amendments to several sections of that Act.
“This includes the tenure of the Rectors, which has now been harmonised to five-year single tenure and whereby a Rector is currently serving the old four-year tenure, he/she will have an additional year to make it five.
“The amended Act now stipulates that the Polytechnics will now have Governing Councils of five members, reflecting the national character, comprising a lady, an alumnus of the each of the Polytechnics and a person form the area where the Polytechnic is based.”
According to the presidential aide, the National Institute for Security Studies ACT now paves the way for the establishment of the institute with a view to ensuring that middle and senior managers in the security environment have their competences improved.
“They will have their competences built, where they will be trained for competence and capacity building.
“It will look at the inter-agency relationship with a view to harmonising same so that there will be efficient communication among them locally and globally,” he said.
El-Yakub also said when operational, the institute would serve as a critical research organisation, “with a view to ensuring that there are competent people managing the security environment for global peace and stability.”

BREAKING: Lawan makes first appointments as Senate President


The Senate President, Ahmad Lawan has appointed Babagana Muhammad Aji and Festus Adedayo as his Chief of Staff and Special Adviser on Media and Publicity respectively.
This was contained in a statement by the Special Adviser to the Senate President on Administration, Dr. Betty Okoroh.
The appointments are with immediate effect.
“The appointments were made based on merit, experience, track record and competency of Aji and Adedayo needed by the Senate President in executing his planned legislative agenda,” the statement said.
Aji, who is currently an Administrative Coordinator of National Health Insurance Scheme (NHIS) Outreach Services, holds a Master’s Degree in Educational Planning and Administration, and another one in Public Administration both from University of Maiduguri.
He started his working career with the University of Maiduguri in 1987 as Administrative Assistant and rose to become the Registrar of the University in 1997.
Aji later joined the services of University of Maiduguri Teaching Hospital (UMTH) where he was appointed as Director in 2016.
He is a member of several professional bodies including the Nigerian Institute of Management (NIM) and Registered Administrative Managers of Nigeria, and attended several workshops, trainings and conferences both locally and abroad.
Adedayo is a holder of PhD in Political Communication from the University of Ibadan, and a member of the Editorial Board of Tribune newspapers.
He was Special Adviser on Media to the Oyo state Governor between 2011 to 2015, Special Adviser on Media to Enugu state governor between 2004 to 2007 and Special Assistant to Enugu state governor on Public Policy Analysis between 2003 and 2004.

Fayose’s former aide sentenced to prison


Taye Fasuba, a former Aide to the immediate past Governor of Ekiti State, Ayodele Fayose, has been sentenced to jail by an Ado Ekiti Chief Magistrate’s Court.
Fasuba, a former Assistant to Fayose on Union Matters was sentenced to six months imprisonment over unlawful entry into a land and malicious damage to a property.
Omolola Akosile, the Senior Magistrate, in a ruling delivered on Monday sentenced Fasuba to six months imprisonment with an option of N20, 000 fine on each of the two counts.
Fasuba was found guilty of the two of the three-count charges.
The Police Prosecutor, Insp. Monica Ikebuilo, told the court that Fasuba, committed the offence on January 14, 2018 at Moferere area, Ado Ekiti, in the Ado Ekiti Magisterial District
According to Ikebuilo the defendants unlawfully entered into the land and maliciously damaged fence wall properties of one Catherine Ashowo valued at N350, 000.
The prosecutor pointed out that the offences committed contravene and punishable under Sections 81 and 451 of Criminal Code Cap C 16 Vol 1 Law of Ekiti State of Nigeria 2012.
The former Governor’s aide was also charged with the offence of conducting himself “in a manner likely to cause breach of peace in public place and thereby committed an offence contrary to and punishable under Section 249(d) of Criminal Code C 16 Vol 1 Law of Ekiti State of Nigeria 2012.
He, however, pleaded not guilty to the charges.
The judge held that the defendant had run contrary to the principle of law by entering into the land in possession of the complainant and pulling down her fence.
The Magistrate Akosile declared, “On count 1, the defendant is found guilty as charged; he is hereby sentenced to six months imprisonment with an option of N20, 000 fine. On count 2, the defendant is found guilty as charged, he is hereby sentenced to six months imprisonment with an option of N20, 000 fine” as he was discharged and acquitted of the third count.

‘Yahoo yahoo’: Naira Marley narrates prison experience


Nigerian popstar, Azeez Fashola, also known as Naira Marley, has revealed what he met in jail.
Marley was released from jail on Saturday after meeting his bail conditions.
He was arraigned by the Economic and Financial Crimes Commission, EFCC, over issues relating to internet fraud, also known as ‘yahoo yahoo.’
Speaking for the first time since his bail, the singer recounted his prison experience.
He wrote on Instagram, “I had to help a lot of niggas in jail. I met one guy, he has been in jail for 9 years but never been to court, as they haven’t even found him guilty yet. What if he is not even guilty?
“I met another nigga in jail. [He has] been in jail for over 2 years because he is in a relationship with rich woman’s daughter and the woman locked him up for not leaving her daughter.

2019 AFCON: Iwobi reveals position Mikel will play


Arsenal forward, Alex Iwobi, has suggested that Super Eagles captain, John Obi Mikel will be deployed as a central midfielder at the 2019 Africa Cup of Nations in Egypt.
Eagles coach Gernot Rohr had dropped a hint at what his starting line-up against Burundi could be in the preparatory matches against Zimbabwe and Senegal.

Edo govt speaks on Obaseki, Oshiomhole’s rumoured face-off


Edo State Government has debunked speculations of hostility between Governor Godwin Obaseki and his predecessor, Adams Oshiomhole.
Oshiomhole is the national chairman of the All Progressives Congress (APC).
Paul Ohonbamu, the Commissioner for Information, spoke in reaction to the controversy surrounding the inauguration of the Edo State House of Assembly.
According to him, it was in line with the legitimate expectations of the people.
He also said that the action shows that the state government was a democratic administration.
Ohonbamu said: “There is no fight between the APC National Chairman and the governor.
“As a matter of fact, both of them are on talking terms”.
Meanwhile, the new Speaker, Rt Hon. Frank Okiye, has promised to work with both executive and the judiciary arm of the government.

Okiye, who was sworn in amid protest, said: “The business of lawmaking as it concerns legislating dealings is very precise.
“We will make sure we don’t allow the gap between the house members and their constituents exist anymore.
“Because once the gap is breached, they (the constituents) will feel the dividends of democracy much more.”
