Jonathan denies offering $5 million bribe

Former president Goodluck Jonathan has denied claims that he offered $5 million to the governorship running mate of the All Progressives Congress, APC, in Lagos State, Obafemi Hamzat.
In a statement Sunday, Mr Jonathan described the claim as a “blatant lie apparently concocted by a wannabe politician desperate for votes in a campaign season.”
Mr Hamzat, a former commissioner for works in Lagos State, had claimed he rejected a $5 million bribe from Mr Jonathan during the 2015 elections.
Mr Jonathan lost the election to the current president, Muhammadu Buhari.
“In the first place this character is an obscure individual who in 2015 had neither a recognizable name nor political clout,” Mr Jonathan said in a statement by his media aide, Ikechukwu Eze.
“The point has to be clearly made that former President Jonathan has never met this man who was obviously not relevant in the national politics of 2015, let alone seek to offer him bribe.
“If the former President did not offer anyone bribe, having clearly acquitted himself as a man who does not believe in desperate politics, how on earth could he have sought to compromise an individual he didn’t even know and who obviously had no means of helping him politically?”
Mr Jonathan further described Mr Hamzat’s claims as the antics of a desperate politician seeking to apply subterfuge and outright lies to win public sympathy and votes.
“Assuming anybody had $5 million dollars to spend to better his political fortune as Mr. Hamzat claimed, why seek to waste it on man who was just a commissioner prior to 2015, and whose best outing so far is to function as a hand-picked running mate to a governorship candidate in the forthcoming 2019 elections?
“It is the action of people like Hamzat that conjures up in the minds of Nigerians the Biblical ‘Mark of the Beast’ to the effect that to be accepted in his party, one must be adept at telling lies.
“If this is how Mr. Hamzat wishes to anchor his own political doctrine on lies and name dropping, he should be reminded that those who follow this route do not go far either in politics or personal growth.”
Mr Jonathan challenged the Lagos APC running mate to name the place where the money was offered to him and the witnesses.
“We have always made the point that there should be a limit to these lies, if we must make progress as a democratic nation,” he said.
“Nigerians are not fools. It is high time those in positions of responsibility stopped running this country on lies.”

Gunmen kill four in another Plateau attack

Four people were killed in another round of attack in Nding village of Barikin Ladi Local Government Area of Plateau State, the Plateau State police command has confirmed.
Typev Terna, the police spokesperson who confirmed the incident also said two people were critically injured and are currently receiving treatment at the Barikin Ladi General Hospital.
The incident is coming six days after five people were killed in Rawuru village of Fan District of Barikin LGA of the state.
“On 30/12/2018 at about 1815hrs, the Plateau State Police Command, Jos received a distress call from SAMSON BITRUS of Gwom Nding Village that on the same date, at about 1800hrs, some unknown gunmen attacked a Peugeot 504 Station Wagon on the way to Nding Village.
“The Commissioner of Police Plateau State Command, CP Austin I Agbonlahor, having received the information, immediately assembled a team that raced to the scene of crime but discovered on arrival that the attackers had left the scene of crime.
“On the scene of crime, three persons were seen motionless and they were immediately taken to the Barkin Ladi General Hospital where they were confirmed dead by the doctor on duty. Three injured persons were also taken to the Hospital.
“Out of the three persons that were injured, one of them died while receiving treatment. The remaining two persons in the hospital are responding to treatment.
“Citizens are advised to go about their lawful businesses and volunteer information that could lead to the timely arrest of the perpetrators of this dastardly act to face the full weight of the law, ” the police added.
The attack occurred despite police deploying over 2,000 officers to maintain peace in the state, during the Christmas and New Year season.
Barkin Ladi is one of the communities in Plateau State that has suffered from repeated violence, often between herders and farming communities. The violence sometimes, takes ethnic and religious forms.

Senate Vs Buhari: Five major battles in 2018

For the Nigerian Senate, 2018 is a year of sustained battles with members of the executive arm.
Starting from the head of the executive arm, President Muhammadu Buhari, to his appointees, the lawmakers had cause to face-off with the executive several times.
Below are some major battles between the Senate and Mr Buhari or his appointees in 2018.
Senate Vs Buhari (Electoral reform bill)
One of the most controversial decisions of President Buhari in 2018 was his refusal to sign the electoral reform bill.
Mr Buhari had first in March withheld assent to the bill with reasons that the proposed law would usurp the constitutional powers of Independent National Electoral Commission (INEC) to decide on election matters, including fixing dates and election order.
However, after a second communication from the National Assembly, the president again in September declined to assent to the bill.
On December 7, for the third time, Mr President returned the bill with the excuse that passing a new bill with elections close by could “create some uncertainty about the legislation to govern the process”.
This did not go down well with the legislators as some of them publicly stated their preference for overriding Mr Buhari’s veto.
Getting a veto, however, seems almost impossible as it would require two-thirds of lawmakers.
The controversy still lingers.
Senate Vs Buhari (Budget inflation)
One issue that is always capable of setting the two arms of government against each other is the budget preparation.
This became more pronounced in 2018. The president had sent an N8.6 trillion budget to the National Assembly but the budget came out as a N9.2 trillion document to the fury of Mr Buhari.
While signing the budget into law in June, President Buhari accused the National Assembly of tampering with the documents sent to them by cutting essential projects and inserting non-essential ones.
Specifically, he said the National Assembly made cuts amounting to N347 billion in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to N578 billion.
But the lawmakers insisted they had to tinker with the budget document as they are not a rubber stamp legislature. They refused to remove any of their inserted projects.
In another frantic effort to get the lawmakers to expunge their projects from the budget, Mr Buhari in July wrote the lawmakers.
In his letter to the National Assembly on July 17, Mr Buhari raised two issues: first was the need for the lawmakers to remove projects they inserted in the budget and replace with original ones; and secondly, the 2019 election budget which needs to be approved.
However, when the two chambers passed the 2019 election budget on October 16, the lawmakers proposed that the election should be funded partly by removal of N121 billion of their projects previously stashed in budgets of MDAs.
Despite this removal, however, the lawmakers still have about N557 billion in the 2018 budget including their zonal intervention projects.
Certainly, the 2018 experience will play out in the preparation of the 2019 budget already submitted to the lawmakers.
Senate Vs Buhari (Tucano jets)
In April, some senators called for the impeachment of President Buhari for failing to seek National Assembly approval for the withdrawal of $496 million from the Excess Crude Account to purchase 12 Super Tucano aircraft for the military.
Mathew Uroghide was the first to move a motion for the lawmakers to invoke Section 143 of the Constitution to start the removal process of Mr Buhari.
He was backed by Chukwuka Utazi who stated that it was time for the legislature to be decisive.
The Senate President however did not grant their request.
Instead, he referred the issue to the Senate Committee on Judiciary to advise the whole house on next move.
The committee never submitted its report.
Buhari Vs Lawmakers (2019 budget presentation)
Mr Buhari’s 2019 budget presentation was marred by boos and jeers from anti-Buhari lawmakers. With some holding placards, the lawmakers interrupted the president’s presentation with dissenting comments.
They sang solidarity songs while shouting ‘lies’ after every of Mr Buhari’s claims.
“Freedom cometh by struggle, freedom come by struggle by struggle, freedom come,” they sang.
It turned out to be a battle between pro and anti-Buhari senators with both battling to carry the day.
The jeers were matched by pro-Buhari lawmakers who chanted ‘Sai Baba’ ‘four more years’ to encourage the president.
The rowdiness prevented the Speaker of the House of Representative, Yakubu Dogara, from saying the traditional closing remark after the presentation.
In a picture that later emerged on the internet, Mr Buhari was seen raising four fingers from both of his hands indicating that he would spend four more years as president.
For a National Assembly leadership ostensibly headed by the opposition in both chambers, this did not go down well.
Senate Vs IGP Idris
The Inspector-General of Police three times in the outgoing year shunned invitations to appear at a Senate plenary.
The police boss was expected to answer questions on the arrest of a lawmaker, Dino Melaye, and killings across the country.
He was first summoned on April 25 but he failed to appear. On the day he was expected, the then chairman of Senate committee on police affairs, Abu Ibrahim, informed the lawmakers that the IGP had accompanied President Buhari to Bauchi.
The Senate re-summoned Mr Idris after it refused to allow the Deputy Inspector-General in charge of Operations to represent him.
Mr Idris was asked to appear on May 2 by 11 a.m. Again, he did not show up.
This time, Mr Ibrahim said last he had not been able to reach Mr Idris for a while but he later found out the police chief had travelled to Kaduna instead of honouring the Senate’s invitation.
The Senate issued a third summon following a suggestion by the Senate president, Bukola Saraki.
Mr Idris was asked to attend the Senate plenary on May 9. But when it was time for the IGP to be ushered into the Senate chamber, the lawmakers realised Mr Idris was not available.
This time, the police boss said he found no reason to do so, having learnt that the invitation was “a deliberate blackmail, witch-hunting, unfortunate and mischievous” on the part of senators.
The attitude forced the Senate to declare Mr Idris, an ‘enemy of democracy,’ who is not fit to hold public office in Nigeria and abroad.
Interestingly, when it was time for a public hearing on the police reform bill, Mr Idris was at the Senate wing where the event was held for hours.

APC won’t hand over to you, Obasanjo tells Igbo leaders

Nigeria’s former president, Olusegun Obasanjo, has advised the Igbos to be weary of the promise of the APC government to hand over power to them in 2023, noting that it was dangerous to take the APC government seriously, the Vanguard reported.
The newspaper reported that Mr Obasanjo stated this during a stakeholders meeting held at the residence of a former minister of aviation, Mbazuluke Amechi in Ukpor Nnewi South Local Government Area, Anambra State on Saturday.
The former president was reportedly reacting to a statement credited to the secretary to the government of the federation, Boss Mustapha, who said that the president, Muhammadu Buhari, will hand over power to an Igbo person in 2023 and urged Ndigbo to embrace the All Progressives Congress (APC).
Speaking at the inauguration of the South East chapter of the Presidential Support Committee in Umuahia, Mr Mustapha assured Ndigbo that Mr Buhari did not hate them.
According to him, the shortest route to producing a president of Igbo extraction is by supporting and voting for APC in 2019. He urged them to ensure that Mr Buhari returns in 2019.
This was contrary to the position credited to works and housing minister, Babatunde Fashola, who said that Mr Buhari would hand over to the Yorubas in 2023.
The minister, at a special town hall meeting on infrastructure organised by the Ministry of Information and Culture and the National Orientation Agency, urged the people of South-West to vote for Mr Buhari in the 2019 elections, to guarantee a return of power to the region in 2023.
But Mr Obasanjo, at the event, asked the Igbo leaders across the federation to remain focused and united, saying the All Progressives Congress (APC) would not honour its promise to hand over presidency to an Igbo indigene in 2023.
He urged the Igbo not to allow any person from any part of the country relegate them to the background, noting that the Igbo occupied a place of pre-eminence in the emergence of Nigeria.
The former president particularly urged the Igbos to bury all their differences and work together for the actualisation of the Atiku Abubakar/Peter Obi candidature, which he said, was in the best interest of Nigeria and Nigerians.
He prayed for a successful outing for the PDP presidential candidates in the 2019 election, tasking them to do the right thing for Nigeria and Nigerians if eventually elected.
He observed that Mr Obi and his principal “have great work to do for Nigeria,” noting that they “have become a beacon of hope to all Nigerians who have had it so rough in the last four years.
“It is incumbent on Obi to think out of the box to take the nation out of the woods caused by incumbent clueless administrators.”
He said with Mr Obi’s pedigree as a governor, he was hopeful that things will work for Nigeria under his leadership as vice president of the country, the Vanguard report highlighted.

14 December 2018 - The United Nations Office on Drugs and Crime (UNODC) welcomed the historic agreement of Member States to adopt the Global Compact for Safe, Orderly and Regular Migration during the Intergovernmental Conference which took place in Marrakech from 10 to 11 December 2018.

Many of them are in prison or in other ways in contact with the criminal justice system at some point in their life. To address this issue, UNODC has started rolling out a training based on a new publication jointly written with the WHO.

10 December 2018 - The United Kingdom and UNODC have signed two new funding agreements with a joint worth of GBP 9.1 million (almost US$ 12 million) to strengthen UNODC's anti-corruption activities. A GBP 7.6 million grant will support the fast-tracking of implementation of the United Nations Convention Against Corruption, while a GBP 1.5 million grant will fund investigations linked to wildlife and forestry crime to identify corruption.

Illegal activities to exploit sport for illicit gain, however, such as match-fixing, competition-manipulation and illegal betting, have increased in past years and can jeopardize its benefits. As part of this effort to fight sport-related crime, UNODC today signed a Memorandum of Understanding with the Asian Football Confederation, the governing body of Asian football.
